It is an easy fix. just clean the flap with the spray while moving the throttle linkage. be sure to put back the air filter housing onto the throttle body before starting the vehicle. The first thing I would do is clean out the throttle body (small can of $2 carb cleaner, disconnect intake at throttle body, and clean the throttle plate) It should take 30 minutes or so. If you have not change fuel filter in last 50K miles, then I would change that as well.
If that does not fix the problem, then I would look at fuel pressure regulator. Pressure test the fuel system to make sure that the fuel pressure regulator is working properly.
The under power of the car is rarely has anything to do with problem with the fuel system. problem with fuel system would either stall the car, or generate puff of black smoke. Has nothing to do with the fuel system. If you feel that the car is underpowered, then it has more to do with ignition system. When was the last time you've changed the spark plugs?
