Will the smoking age changing make a difference?

I started smoking when I was 14 anyway so will changing the age make a difference seeing as most people start before the legal age? If not why are we wasting taxpayers money on advertising and paperwork?Will the smoking age changing make a difference?Eleven when i started in the 40s,and no it wont make a happorth of difference cos the kids will still ask me to get em fags when i go into shop at 8.30am and they are waiting outside.
